That's not true. Many of the cops and police chiefs in those cities are black due to affirmative action. Black crime was not a bad before the civil rights movement because back then blacks knew they would suffer dearly if they did the kind of things they do now. Since the fear of being lynched has been taken away, and since forced integration has occured, the true nature of blacks has come to the surface.
