I doubt that 25% of their kills were "innocent" German POW's. First of all, how would you like to see a family member being hanged by a fishhook? It's not something you'd want to let go. This is why Russian soldiers executed German SS soldiers on sight, since it was the SS who did those killings of Soviet citizens, stuffed them in churches and burned them down, shot them, hung them. 8 million Soviet soldiers died and 12 million civilians.
