I think you must be talking about the striker of the bell. Those kinds of bells are most commonly associated with the loud sound of the striker resetting and striking.

The bell needs to make some sort of sound, and obviously in order for a bell to sound, it needs to be struck. Think of it as this. A tiny hammer is being held by a magnetic charge, every time the charge releases, the hammer strikes the bell. There is a relay that will determine when charge is released, and it's usually on a timed pattern, like in this video. The clicking you hear is that electronic impulse resetting the hammer.

It's warning people that there is a train nearby, and that it is in some sort of motion. Also for crossings without bells and lights, the bell can also be a sort of warning bell that there is a train near the crossing. Also when there is construction being done on tracks, with blind spots, the bell won't deafen construction workers, and they'll know that a train is there.
