I just downloaded the characters from mugenfury.com andput together basic mugen game myself. Its not that hard. Do a search on Youtube for Mugen tutorial setup.
Takes like 30 minutes.

The sprite is originally from Dragonball Z Super Butohden seires for SNES/Super Famicom.
All the creator did was redraw each sprite to a larger SF /KoF size and recolor everything, including draw
Goku's hair as normal instead of leaving it SSJ.

Mugen is a game perfect for 7 year old kids who have just learned how to download and unzip things, and then make their idiotic fantasies come to life by shoving a few unoriginal sprites into a poorly drawn level, and then make them attack each other while sitting by drooling on their cheetos..

second if you look at this Goku, its compeletly redrawn sprite from the SFC DBZ SB3. Only now its resized to match SF characters. Pretty impressive and rare in Mugen character making.
