It's actually because FIA mandated that the maximum length of a straight in any racing series was 2/3 kms. Drivers had complained in the past, particularly during the 917 era about the road surfacing, but I believe by the time the chicanes were put in, the cars had enough downforce and also the road surfacing was adequate for the speeds they were reaching.

Really? Ah, I didn't know that, I know drivers had stated that they thought it was dangerous, but I should have realised that it would be an FIA decision to change it rather than a drivers one.
The straight is just over 6km long, so I guess the two chicanes would break it down to just around 2km a section.
I know they thought the road surface and high speeds had contributed to the Mercedes CLR's flipping in '99 (even though the second flip was on a "slow" lap).

I'm sure some drivers may have had issues with it, although I think the public road sections of Le Mans are pretty well surfaced as it is.
It is a legitimate reason, but it seems that the speeds with the chicanes are still high enough, and therefore it should be a factor of the car/ driver instead of the track.

Some of the drivers weren't too happy with the Chicanes as the Mulsanne straight was the only point on the lap where they could relax a little and check the gauges etc.
After a Sauber Merc C9 recorded 247mph in the 1989 qualifying session it was decided to add the chicanes the year after to slow the cars down - that kind of speed was deemed to be too high.
