Cartoons are simple entertainment made to keep children from annoying their parents, mostly worthless junk from a cultural POV (with a few exceptions) - animes on the other hand usually has an artistic pretense.
The 'Cowboy Bebop' movie for example has far more "depth" than most movies starring actor Bruce Willis. Compare it to "The Fifth Element" and you'll see that the anime is much less cartoon-like than the film with real actors, yet it's grouped with pre-teen entertainment.

I've seen the OVA's of "Tank Police" placed under "films for children" here in Geneva....as well as Evangelion and Akira.
Now, if that same child wants to get a Playboy or similar, "no fucking way, those destroy children minds". A breast? Danger for society. The psychologically amazingly complex situations in Evangelion? Something every child knows how to handle....And i love Evangelion, but i wouldn't give it to a six years old to watch on a Saturday afternoon.
