Then, why did Carter not end it? It was because Carter was a complete wimp. Gas lines, inflation, unemployment dominated Cater's presidency. At that time, the U.S. was vulnerable, and then Reagan was elected. Things changed. Hostages were released. The Soviets knew they were playing with a tougher leader. Words would no longer be acceptable. Actions would dictate, and that led to the fall of the Warsaw Pact.
