Well there is a thing called "rebuilding" that many bad teams go through in an effort to get better, Boston in 2006-2007 bombed their season in a hope to get Greg Oden, Miami bombed their season this year to get Beasley, sometimes teams purposely suck to improve their lottery pick to get a potential superstar Cleveland bombed their season and got Lebron, the only other problem is that now they make it to the playoffs every year and get a sucky lottery pick so they have nobody to build around him
