debbie and the boys were jamming with some other big musicians and the result of that improv was one way or another,the story is that deborah was being stalked by some guy before she became famous,so she is singing it from the stalkers point of view,the phlegmy sound is a style many singers employ to sound dramatic ,less controlled,or loose,it is appropriate in this song.
