in the time of Republic of China (1911-1949), tibet was still part of china as it was in the qing dynasty(1644-1911). When china was having a civil war between the CPC and KMT, tibet was kind of left over(since its very undeveloped and far from the central population), and the tibetans independence is really a kind of rebellion. When the CPC won,defeating the tibetan army is really suppressing the rebellion, which, by the way, also ended slavery in tibet.
