no way, they are very very close but nothing can bet ocarina of time. It revolutionized the zelda seris. Im not saying it put the series on the map but it's the '98 game of the year and has been named best game ever several times by several different magazines and websites.

I feel its a three way tie for the best Zelda game between The Ocarina of Time, Majora's Mask, and Twilight Princess. Twilight Princess's Score though is by far the best.
