Yeah, terms like these are used so much in TV, it's kinda obvious by now what it means.
"Viva Jay Sherman!
Viva Quebec!"
Viva is the Spanish word for "Live", and I'm sure the way they use it would translate to "Long Live" and I'm sure the rest speaks for itself.
