Why does anyone do anything unusual? Because they enjoy it or it helps fulfill an imagined ideal. This is a close approximation to fantasy body inflation or having a rubbery body (think of the comic Plastic Man). Also, the water-inflated rubbery suit and the sloshing water feels interesting. It's all harmless fun.

I have many times inflated also surf drysuits with air, which is way safer to it than water. You only need to invert leg and sleeve ends and neck seal and slide a cuff inflator (piece of bike innertube with attached hose) into a sleeve that is connected to an air pump.

Go wander the plumbing department of your local hardware store and you'll figure it out. You push the clear 1" ID plastic hose onto the 1" hose barb/nipple, put a hose clamp over it, tighten the clamp, then wrap the clamp with vinyl tape to cover sharp edges. It's not anything more complicated than that.
