Yeah, the new arrangement played here is a big improvement on the original (studio) recording. The revamped instrumental section [7:00-9:33] is especially awesome.
James' vocals are much better here, too - these days it's very unusual for him to be better live than in the studio!

Around 1992/93, I think they probably were better live. The only thing which holds them back these days is James' unfortunate vocal injury - especially when singing their earlier stuff.

One the main reason why DT is usually better live it's because they had time to polish every song they've made in order to make even more godly. Just look at the version of The Spirit Carries On they made in this show... It's far superior than the original version which was already a masterpiece.
And concerning the injury, James claims that he has now completely recovered. It shows in this DVD (Score) and he was great during the Chaos In Motion Tour.

i agree, dream theater in my opinion may be one of the best live bands ever, only because if you look at how musically complicated their stuff is, you can obviously tell they are all musically connected, so playing live for them is probably easier than recording stuff. but one other band that is also really really good live, which i really hate to say, (only because im not a huge fan of this band...and neither is anyone who is heterosexual) is styx, they are alot better live

James' voice has improved a great amount, especially in the last few years, but people are kidding themselves if they think he's repeating the dizzying heights of the early nineties. In his performances of IaW material this year he showed he still can't hit the very highest notes without giving a very strained scream.
Given his recent progress and how hard he seems to be working on his vocal technique, I think he could continue to improve.

Well, I saw James live towards the end of the Chaos in Motion tour (Jan 08). Judging by that performance, and bootlegs of later concerts he's done, James can now sing IaW material better than the 'Live at Budokan' era - and for the most part it sounds good. The trouble is the very highest notes - the top notes of 'Innocence Faded', for example, he can hit, but it's unsteady and a very forced scream.
The nuanced heaviness in his voice (eg IaW Live in Tokyo) doesn't seem to have returned yet.
