well they are not use to walking in low gravity so they are being careful and taking it slow. and also at one point when he salutes he moves his feet around and the dirt flies up. if you look carefuly you can see that his arm is moving at normal speed but the dirt is falling slowly

if they faked anything, it'd be just the videos, probably because recording equipment sucked balls. We went to the moon. we may have faked the videos to make a prettier show for the public than what actually happened on the moon.
