The meaning of the quoted sentence was in the sense of aggression. Unsuccess at invading Russia has always had more to do with unpreparedness of the invaders and the government's ambivalence toward horrific losses (cf. Napoleonic invasion, War and Peace, Nazi Germany, etc.)
