You were right on the RiverLINE tracks. They were not in service in 2002. They opened in March 2004.

No, the RiverLINE is in Camden NJ. This is Philadelphia. The tracks you see the train passing over are Conrail SAA and connect Frankford Jct to the yard where they store tank cars for the local chemical plant near Bridge Street.
