he did not choose to become the Lich King. Ner'zhul was the Orc leader or somthing like that. Ner'zhul did not join the Burning legion, so he (soul) was forced into the Armor. Then he had his minions take the Sword to another location so it could be found and he could corrupt who ever found it so he could take over another persons body so he could rule over his new kingdom. Arthas was searching for the sword to save his people from the plague because it was the only thing to stop the plague.
