Yes. The slope of the entire function f(x) is increasing, so the second derivative of this function is just a line with a positive slope. He talks about this in the maxima minima slope intuition. The second derivative is simply the derivative of the first derivative so if f'(x)=2x+4 then f''(x)=2, which is positive.
