Dude, I'm British and will always big up British music, but punk started in the US (Detroit followed by NY) - however, it was a tiny scene over there. We then took it over and elevated it to something big. Same with house music, the yanks started it but we made developed it and made it big. So chill dude, music is borderless anyway.

sandy50star is right. Iggy Pop and Lou Reed were the first proto punk stars, but garage surfer bands started it all much earlier. Later in NYC club CBGB some bands (as Ramones) started what we call punk. Ramones tournee to UK started the fire in Europe, and bands as Sex Pistols were born. We can discuss if bands outside USA in 60's made punk rock too. I would say yes. Even here in Portugal, some bands as "Conjunto Acad émico João Paulo" were preety wild in some themes.
