Like "MD MS (Oxon)" meaning Doctor of Medicine and Master of Science from Oxford, like it's not just any MD, it's an *Oxford* MD, and it may be just an MS, but it's an Oxford MS, which is equivalent to a PhD anywhere else.
They're parodying this by including degrees from less prestigious and even obscure universities, like the MSs from Guadalajara, Karachi, Ottowa, and one from "all other places in Canada except Medicine Hat".

I have the Python autobiography, and there's mention (by Eric, IIRC) that on one of their out-of-town shoots, Graham brought an American guy back to their hotel one night who joined them all at breakfast the next day. It was obvious to everyone that this gent was well-endowed, so Michael dubbed him the Boston Startler.
