U.S. Code, Title 4, Chapter 1, Section 8(a) states, "The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property." The emphasis is on extreme and imminent and personal. This is not to be used as an
objection to war or other government policies.
To explain this more, simply look no further than the County of Kauai local government and its leaders for negligence at all levels. Stories of police corruption go far beyond peoples front doors.
