Yes, there is air at 30 thousand feet, just very little of it--perhaps 25 percent of sea level. As one goes up, the air pressure drops. However, it doesn't drop as fast as it does at the bottom of the atmosphire, say the first ten thousand feet where it drops about 20 percent. You don't run out of air completely until, I believe, 70 or 80 thousand feet.
