your right madara is the leader but the writer was asked is minato dead and he said no comment he said reffer to episodes 60 to 80 so people are saying that the 4th was released when the 3rd used the reapers jitsu because he just needed to sacrifice his arms for orochimarus arms and he sacrificed his whole soul so to ressourect the 4th.
