Actually that aircraft carrier was built in mid 80s in the Soviet Union it was based on north fleet yes it was Ukraine but it doesn't say that the carrier is Ukrainian. But now anyway when USSR broke down it is a Russian Carrier and a part of the Russian Navy and in 2011 Russia Is going to build about 6 new aircraft carriers and i don't think Ukraine is going to build it's fleet in nearest 10 - 15 years.
