Avon is the one who made Avon's empire crumble, by breaking up the co-op and shutting himself off from Proposition Joe's high-quality import connect, with his nonsensical "grenades and machine-guns" plan for smashing the streets. If Avon hadn't betrayed Stringer, he would have been removed by Stringer's own treachery and Stringer would have brought order and stability to the streets - instead of Marlo slaughtering 22 people to take control.

Of course, this assumes that either the co-op would have found a way to deal with Marlo, which they never did. Integrating him resulted in being consumed from the inside out, and they never teamed up on him with violence since that would have defeated the entire founding principle. Avon was no more right or wrong than Stringer. Their actions just reflected two, ultimately doomed, approaches to playing a "game" or a "market" with unstable rules and protections.
