No, they can't. Even if he's all covered in water, and not being able to dissolve into sand and avoiding hits, he can suck the water out of your body, making anyone as miserable as they can be. Not to mention the Claw too.

I dont know luffy is pretty fast with gear 2 and combining the strength of gear 3 can pretty much guarantee that luffy will catch and hit zoro before he has to shrink to his mini self. But if he could dodge all of luffy's attacks in that time (which I highly doubt) then Zoro would win.

One attack from luffy's giant pistol almost knocked out lucchi. I pretty sure just one gear 2 giant pistol could knock out zoro. But what ever the case they are both awsome anime characters that no one can compare to.
