Basically, I'm pretty sure that 'sugar bear' is Long John Baldry who talked Elton out of the marriage and prevnted the suicide attempt. I have heard a lot of different versions- that he had turned the gas off, for example, to make it a cry for help- but all the stories I've heard involve Long John Baldry, an oven and Elton John - to put it simply. I could still be wrong, though, but I'd like to think that the lyrics are written with sincerity.
