Genuine (read: excellent) satire blurs those lines on purpose. One should not always be able to tell if the joke is that they're mocking what they emulate, or if they truly mean what they say, and the joke is on us for thinking otherwise.
Masters of their craft jealously guard such information, and maneuver to force every audience member to think critically about the performance. Colbert is a master at this - as are these two gents.
