Punk rock obviously started in the United States before it hit the U.K., regardless of when the Pistols saw the Ramones, The Ramones were around first, as were bands like The Stooges and Suicide.
The U.K. punk rock scene was mostly about fashion, at least in the Pistols' respect. The Clash was awesome though.

But you can't ignore the fact that there were a lot of proto-punk bands in the U.K. as well, like New York Dolls.

^A lot of it was very much about fashion, like Siouxsie, but the Pistols were definitely most about the attitude and, yes, the politics. They were serious about it, and that's why their songs were so powerful!
