Tetsuo isn't Akira. In the movie, Tetsuo is a test subject and Akira was another test subject, the first to reach a state of pure energy. In the manga, Akira is actually a actually a physical entity and Tetsuo is an antagonist power;although Akira was initially far more powerful than Tetsuo eventually became a pure opposite and their powers canceled each other out.
