I've since found the transcript. Lange says:

the question - Sir, the one area of the world do you refer to then? How have those casualties in that area defended by nuclear deterrence? Namely Europe. Not one of those 30 million lived in Europe.

I think he is alluding to the possibility of the rest of the west sanctioning NZ with trade barriers against agricultural produce. He is saying that if Europe can find peace without nukes it won't be out of step with NZ and won't have to introduce trade barriers. Otherwise it will have to continue with the nuclear deterrent 'counterpoised [nukes]'
