2 schools of thought: 1] is the Chinese govenment builds for Tibetans: schools, housing, & printed educational materials in Tibet language; and 2] the corrupted Chinese & Tibetan government officials do not help the Tibetans to find jobs that provide sufficiency to survive humanely.

In old Tibet before 1950, 88 percent of Tibeten people were born as slaves. Slaves didn't belong to themselves, they belong to their slave masters who occupied 5% of Tibeten population at that time. Slaves could be sold,bought,abused at the will of their masters!
