I don't believe that's correct. The short list is drawn up by White House officials and presented to the president who forwards his choice to the senate. It's easy to google that info.
It's really a matter of putting your boys in the right place or talking them over. A very small number of people contriol the economy but it isn't as simple as conspiracy theory suggests.
