During this period Bowie was experimenting with the teachings of Aleister Crowley, Thelema (The Book of Law). The song contains the views expressed in the first part of this book.
There is only one rule in Thelema:-
"Do what thou Wilt shall be the Whole of the Law. Love is the Law, Love under Will."
The word "Love" means awareness of the self. By this awareness individuals develop the potential to become Gods, with the freedom to do whatever it takes to achieve their Wi
ll as long as they don't infringe on the Will of others. Essentially Crowley's concept is rooted in the idea that the phyical, and even time itself, is an illusion based on the thought processes our minds construct in order to process our environment. Reality, according to Thelemic Law lies in the A
stral Plane. In order to reach the Astral one must destroy the ego through contemplation of the Self and meditation.
The way in which Bowie decides to sing (over the top joyful, high on glee) makes one feel he is being ironic as shortly afterward he gave up following Thelema and some say, returned
to Christian beliefs.
As this song was written by Biff Rose and Paul Williams, some believe the lyrics should be taken at face value. I believe Bowie had become disillusioned with Thelema and was being ironic in his mode of delivery.
