Neils1968, not really. Although the flower emblem of England *is* the rose, that's not what Weller's singing about. "English rose" is a traditional term to describe a beautiful girl or young woman (sweet, perfect, innocent, with skin like rose petals.) He wrote it in his days with The Jam; it's about his girlfriend at that time. All that youthful passion is now amplified here, through the maturity of Weller's voice today.
