Even back then, there really was no excuse for the ghosts just jumping around like that instead of moving along like they did in the arcade original. People could have probably programmed a better version of "Pac-Man" in BASIC on the ZX81.

I was soooo mad when I first got this game for the 2600 when it came out because it was just bad...looked nothing, or even close, to the arcade game. Even Ms Pacman looked a heck of alot better and it was from the same console!!!!!

The programmers didn't "have to" make up for the lack of sprites this way, they just were incompetent. There were many other Pac-Man style games (Lock'n'Chase or Alien, to name two of them) that didn't flicker at all!

This game doesn't seem to record very well on youtube. XD I own both this game and the system, and it actually looks better on the console. The ghosts don't actually move like that. I think the problem is that most Atari 2600 systems use old adapters and need to be used with aged televisions, thus youtube has trouble recording them using modern technology.
Advice to those interested in buying and playing: DON'T think of this game as a pacman game. Think of it more as a new challenge. :)
