As far I know, the Gauls in Nothern Italy were genetically Gauls, in Livy's "Ab urbe condita" you can also read about the (proved!) happening that these Celts try to invade the Rome and almost did it. Although Livy exaggerates in some Roman mythological things, this attack happened. So they weren't Romans, after the conquering of the "boot" they were only romanized, like you said, but their "blood" is celtic.
