I forget the exact serial, but the Doctor was offered additional regenerations but turned them down. The only way I could see him accepting additional regenerations is if the universe was in such a dire situation that he'd absolutely need more (such as being offered an additional regeneration right at the end of his 13th incarnation in order to save the universe)

I don't think he used up a regeneration. I think he used what he needed to heal himself, then stopped regenerating half way through (therefore saving the regeneration) and siphoned off the "excess" energy into the hand.
