They have a 12,000 ft effective cieling and about a 3 mile range. It is harmless to any aircraft not in the immediate vicinity at low altitude. It's like asking why they still make tanks even though someone invented the land mine.

The Pakis and Saudis supported their own fighters and among those people were Al-Qaeda or the Base which was used to recruit foreign jihadists from Arab countries and from European Muslim communities. I don't really think you can blame the CIA. They have reliably warned US politicians of the consequences of what those politicians ask them to do. The American public needs to wake up and demand that people listen to the CIA and act prudently. Reagan was one of our most sucessful presidents bec ause he earned loyalty by acting wisely and consistently. As a result we had very low casualties, high security and respect during his administration.
