Probably because Nintendo was forced to do the same to Jynx... there are still a lot of racist people in the U.S. and hated Jynx (I knew someone's parents who after seeing Jynx no longer allowed their child to watch Pokemon because they thought Jynx was a black prostatute... and they were horribly racist), so I guess they did the same to Gengar... but I'm not sure why.
