I think "the lock of hair" line might be a metaphor, meaning that the "brother" gave Jane something of himself that stays with her, possibly in her personality. Just a thought. I always took the line literally but it could be interpreted as something else.

There's nothing homosexual or drug related in this song, it's quite obviously just a straight forward story of the conflict between two very different brothers. The storyteller is a straight-laced, blue collar man, who has a wealthy brother that first courts his brother's wife with the luxury his life allows him, and then after the required discovery and disconnect, becomes involved in Scientology, which is entirely about the process of going clear (removing your thetans) so yeah.
