Actually, the disaster at Chernobyl happened because they wanted to test the safety measures. There are a few dozen safety measures to back up the previous one. The smart people at Chernobyl wanted to check if the last measure worked, so they disabled all the ones before that one, and simulated a meltdown. Turns out it didn't work. Nuclear power plants are actually very safe.
