OK, sorry. I believe the reason it had this logo was an editing mistake. The earliest prints of the 1999 "Pinocchio" release had that logo too, but later prints edited it out

You know what really grinds my gears? "Old Yeller" isn't mentioned in the Disney VHS promo! Now, the 1997 HVS of "Fun and Fancy Free" and "Jungle 2 Jungle" have it, so I don't understand why they couldn't have one on here! They should've!

They probably forgot and released this as a prototype copy from July 29, 1997 when "Jungle 2 Jungle", and then when the regular copies came out August 5, 1997, they cut the 1994 WDMC logo out, and put the trailer of "Old Yeller" into the Disney VHS promo.
