It is called rock candy syrup because it is used to make rock candy which is just crystalized sugar. As the water evaporates you are left with the sugar crystals.

It depends how much you want to make, Waterwitch. I usuall make a bottle and then keep it in the fridge (it lasts about a week.) So that would be half a bottle of sugar to half a bottle of water. Or, if you want to make less, one cup of sugar to one cup of water. And when it comes to the mixing the cocktail, I use the word 'part' to mean a large shot (so, one large shot of sugar water, one large shot of lime juice, two large shots of rum.)
