That's the photo that they used as the front cover to their 1983 album War. In 1980 they also used this boys face for their album Boy.
He is just a kid who lived in a Dublin neighbourhood near Bono. Because the Boy album is all about Bono's boyhood he wanted a photo of a boy on the cover, preferably an ordinary kid rather than a child model.
