You go by rankings. Rankings mean nothing. Nothing can be predicted or given a number. You could rank cars but they aren't always going to do well are they? There can be catastrophic failures and breakdowns. Maybe the rankings compensate for these but no rankings are always wrong.
Scotland shoul d be above England really in the rankings since we did better in Euro 2008 than you from a "teams we beat" point of view.
