This is not very strange, because you can see that the players walk into the circle before the penalty is taken. And thats what the referee is blowing for. So its understandable. But ofcourse, blowing so many times lol . Idiot referee. He should be kicked out . ^^

I can see that happening in amateur football or at high-school level football but professionally I don't see it happening and if it does happen the referee would be severely punished with a few month without refereeing.
