A police officer can't just walk up and arrest someone because they think they're selling drugs. They have to actually see the drugs being sold in order to do anything. Most officers know who the neighborhood drug dealers are, and it frustrates them as much as it does you, but they can't do anything about it. Also, so what officers aren't allowed to eat now? They are human, they require food in order to survive. Sometimes they get free meals, it's a small perk for such a dangerous job.
