The way they processed the living crap out of it, it could have been anyone. Veteran voice-actor Charlie Adler was Starscream, and I don't think he had more than two freaking lines, and even in those you STILL couldn't tell it was him.
So instead, we got the voice of Agent Smith.
Doesn't sound like him, though.
